I think it's the age more than the gender as my two girls are actually more aggressive than their brother. Time out should only be a minute per age (just long enough to calm down) and we used both the crib and the PNP (they were starting to climb out at this age so mostly the crib). They might be a little young yet to work it out on their own. Sign language (we used signing time videos) helped cut down on the frustration and some of our hair pulling,biting, jumping on one another, kicking, pushing, shoving, and hitting instances. Sometimes our toys went into time out too, if that is what was causing the argument.
Spoons take practice and are harder than forks. The easiest thing to eat with the spoon for mine was something thick (like oatmeal or yogurt; applesauce just ran off) as it stayed on while they were busy turning the spoon into the correct direction to get it into their mouths. Bowls and plates I provide utensils, but most of their food can be eaten with fingers, although their preference is the grown-up fork. (I have a friend who feeds her children in their diapers, so no clothing is harmed in the process (at home).) Practice makes perfect on the use of utensils and the other! Good luck!
