We taught mine really early to stop and come back when I blew a whistle. We made a game of it at first to see who could get back to me the fastest. Then whenever we went somewhere we always took a whistle and used it if they got too far away. I have blown a whistle in a crowded store, at the zoo and museum, and outdoor places. Most people stop and look around at me, but my kids always came running back. They can hear it much further than they can hear your voice.

Also, tuck a biz card with just your cell number in their pocket and have them hand it to a mother with children to call if they get lost.
