Ours does "progress reports" 3 times/year.
1) In the first 6 weeks - baseline measurement 2) Sometime around February - to see progress 3) Again in May - to see progress
Ours have 3-4 pages of skills each rated along a scale from 1 to 6. They test and rank the kids on the scale, hoping they are at all 6's before it is time to move on to kindergarten.
So, for us, it is really a sliding scale so no "failures", although I'm kind of assuming if they aren't at all 6's are darn near close by the end of the year, they will either tell me they aren't ready for kindergarten, or more likely suggest they need some support in kindergarten.
Sounds to me like the one just isn't quite as mature as the other two.
For what it's worth NONE of mine can hold scissors properly and only 1 can hold a pencil correctly. They can write their name (if you can decipher what looks like Russian), one can't sit still worth crud unless he is in a lap or a chair, and doesn't follow directions well in the class (although he does great at home), and also does not participate during songs, although he can sing with the best of 'em and can repeat all the school songs -- just not in the classroom, apparently!
