Congratulations on your scheduled c-section, what a wonderful news, SCHEDULED! you will do great and so will your baby.

I think that any parent that has lost a child (let alone 4) will always be scared that it will happen again, I believe that what you are feeling is very normal and that it wont end with Eliana being born healthy. Its just something we have to manage and control and i know you can do it.

About the tube tying, it is a very important decision and you could take 1 thing at a time, first have Eliana and the wonderful joy that will bring you, and afterwards you can make that decision. You are going through so much right now, that you could hold off until you can think more thoroughly about it.
