Honestly, I would push the EI services. Of course this young they don't see anything yet. Ours were still in the NICU when they were evaluated and we couldn't answer some of the questions because no one knew the answers. Our kids spent 5 months in the NICU with one home a month later than the rest. She was home in January and they were getting services by February once a week. Yes, they were small and had no clue what was going on but our developmental therapist was amazing and loved to work with them.
