I vote for preschool again. It makes sense to have them under less pressure and doing more fun things if they need to mature. You can teach them to read if that is your worry. I taught all four of mine.

Edited to add: I just re-read your post and preschool is a no-brainer. There is no point in going into debt and driving all over the place for kindergarten. It's KINDERGARTEN. Let them be with the kids they are going to continue with in school. That is making a strong foundation for them that will continue in school.
