If your child meets all the criteria for either a 504 plan or an IEP the school must (if it is a public school) follow his plan. Did you ever consider getting an advocate to help you out? I have heard good things about this one.......

might be worth looking into. My older son requires an IEP and I have had trouble in the past with teachers/schools giving him the necessary accomodations. WE started to look into getting an advocate but we have moved recently and so far things are going very well at his new school (knock on wood).
