I followed up with Head Start on the boys' applications for next year and they told me that they have to call their regional representative, Lacey, to get approval because our income so grossly exceeds the income threshold. They did not do this when I applied for my older son so I thought it was odd. She also said they only have 3 other people above the income limit and are permitted to have up to 30, which is 10% of their 300 enrolled. From day one, we felt like they did not want to accept the boys because of our income and still feel that way. Is this just normal procedure or do I have a right to wonder what is going on? I told her that it is clearly in the regs. that our income should be disregarded if it is in the IEP and she said that the regs. are open to interpretation and that the regional office may feel that because of our income, which I might add is not even over 85,000 for a family of 6, we should be able to pay for services on our own, but.....there are no services offered comparable to the Head Start program in our area in a one and a half hour radius because where we reside is so rural. I could not pay for services because none other than Head Start exists. What should I do?
